The Cash For Clunkers bill is scheduled to run from July 24 (or when the program is all set up) until  November 1, 2009 or the money runs out..

What is it?
6/26/09 It lives!
President Obama signs the bill and it's going to happen!  Now officially called the Car Allowance Rebate System (C.A.R.S.) we call "Cash for Clunkers".

6/20/09 The Consumer Assistance Recycle and Save Act of 2009. On 6/18/09 the Senate passed the $1billion bill, now waiting for the President to sign.
Car buyers can get a $3,500 or $4,500 voucher for trading in an old, inefficient vehicle for a new, more-efficient one between July 1 and November 1, 2009.

Used Subarus qualify? No, this for new cars only - never titled or licensed.

When will it start?  The official statement reads 'That is unclear. The legislation takes affect as of July 1, 2009. However, it will take time for the National Highway Traffic Safety Administration (NHTSA) to work out details of the program and set up a procedure for dealerships to get registered with the program. So, it may be a few weeks, or as long as a month, before buyers will be able to participate.'

What's a Clunker? To qualify as a Clunker the car must be 1. driveable;   2. insured and registered for the previous year;   3. get a combined MPG of 18 or less

What is the Combined EPA rating? It is a combination of the normal city/highway EPA estimates. You can see these estimates on the new car window sticker. The Combined EPA rating is based on 55% city driving and 45% highway driving.

How much money will I get?  You need to compare EPA combined ratings to determine your voucher. It's either a $3500 or $4500 voucher.

2. Check your New car's EPA combined rating. New passenger cars need an EPA combined 22mpg rating, SUVs and light trucks a combined 18mpg rating. Scroll down to see Subaru's EPA ratings.

3. If the new vehicle is a 4+ mpg improvement in the combined EPA rating, you get a $3,500 voucher. A 10mpg+ improvement gets a $4,500 voucher.

How long do I have?  Through 11/1/09, that's the current bill. It could always be extended, that would up to Congress.

What happens when the money runs out? Congress allocated $1b, about 250,000 new cars. When the money is gone,  the proghram is over (unless they set up more money)

How do I pay
You can finance, pay cash or lease a new vehicle. The lease period for the new vehicle is at least five years.

What happens to my Clunker? Take one more photo and Say good-bye to your old friend because it goes to the scrap heap, to the wrecking yard, to where all Clunkers must go eventually.  It will not be resold.
